IMPORTANT NOTE: The published version of the schema, in accordance with the specification, defines certain items as mandatory within each section. On-going testing and implementation of COSD submissions has identified some issues with the strict enforcement of this at source.IMPORTANT NOTE:

Whilst Providers are still expected to collect these mandatory data items where applicable, a temporary solution has been agreed to relax the XML validation for mandatory items (excluding Core Linkage data items). A modified version of the schema has therefore been produced and is available on request from the COSD Helpdesk at cosd@ncin.All developers requiring the current XML Schema are asked to contact the COSD Helpdesk at cosd@ncin.org.uk together with more detailed information about this modification.uk.

The Cancer Outcomes and Services Data Set is submitted to a Cancer Registry using the COSDS Message.

The HIV and AIDS Reporting Data Set is submitted to Public Health England (PHE) using the HARS Data Set Message.

HEALTH EDUCATION ENGLAND

This NHS Business Definition is for information regarding organisations that will be in existence from April 2013. The definition will be updated with the current position after April 2013.

Health Education England is an ORGANISATION.

Health Education England (HEE) was established as a Special Health Authority, before assuming full operational responsibilities from April 2013.

Health Education England:

  • provides leadership for the new education and training system
  • ensures that the shape and skills of the future health and public health workforce evolve to sustain high quality outcomes for PATIENTS in the face of demographic and technological change
  • ensures that the workforce has the right skills, behaviours and training, and is available in the right numbers, to support the delivery of excellent healthcare and drive improvements
  • supports healthcare providers and clinicians to take greater responsibility for planning and commissioning education and training.

NATIONAL INTERIM CLINICAL IMAGING PROCEDURE CODE SET

Introduction

The National Interim Clinical Imaging Procedure Code Set (NICIP Code Set) is a comprehensive national standard set of codes and descriptions for imaging procedures and is maintained by the UK Terminology Centre.  It is intended for use in all Imaging Department information systems.

Background

The NICIP Code Set has been approved by the Information Standards Board for Health and Social Care (ISB) and is mandated for all in-scope use cases. Further detail about the initial information standard and subsequent amendments can be found on the Information Standards Board for Health and Social Care website at: ISB 0148 "Interim Clinical Imaging Procedure Codes".

Distribution

The NICIP Code Set is released biannually. The release dates are the 1st of April and the 1st of October each year.

All versions of the NICIP Code Set, both with and without SNOMED CT maps, are only available from the Technology Reference Data Update Distribution Service (TRUD).

Changes to the Code Set

Clinicians and system managers working with the Picture Archiving and Communication Systems (PACS) and Radiology Information Systems (RIS) can make requests for additions to the NICIP Code Set. All requests must first be checked for conformance to the Editorial Principles.

Requests for changes to the NICIP Code Set should be made via the Information Standards Service Desk and clearly marked “Diagnostic Imaging."

A Special Health Authority provides a health service to the whole of England, not just to a local community, for example,  Health and Social Care Information Centre, National Institute for Health and Clinical Excellence etc.

SITE CODE (OF TREATMENT) is the ORGANISATION SITE CODE of the ORGANISATION where the PATIENT was treated, i.e. it should enable the treating ORGANISATION to be identified.

This identifies the ORGANISATION SITE within the ORGANISATION on which the PATIENT was treated, since facilities may vary on different hospital sites.

The code recorded should always be the national code; if the treatment is sub-commissioned to another NHS Health Care Provider or an independent UK provider, the SITE CODE (OF TREATMENT) used should be the ORGANISATION SITE CODE of the Health Care Provider actually carrying out the work.

Where treatment is sub-commissioned to an overseas provider the Organisation Data Service Default Code 89997 'Non-UK Provider where no ORGANISATION SITE CODE has been issued' is applicable. 

Each ORGANISATION has a unique ORGANISATION CODE. However, where an ORGANISATION has more than one site from which it provides SERVICES, then each site is uniquely identified. These sites are ORGANISATION SITES and are uniquely identified by ORGANISATION SITE CODE. The ORGANISATION SITE CODE contains the first 3 digits of the ORGANISATION CODE with the last two digits being the site identifier.

For out-patients, ACTIVITY may take place outside the hospital, such as in the PATIENT'S home; in such cases, raising a site code is impractical. Therefore, code R9998 'Not a hospital site (for use on Out-Patient CDS)' would be used in these circumstances.
Note: LOCATION CLASS is used in the Commissioning Data Set (CDS) message to indicate the classification of the physical LOCATION within which the ACTIVITY occurred. 

Use in the Future Outpatient CDS:
If the INTENDED SITE CODE (OF TREATMENT) is not known, this data element should be omitted.
