Background:
Work on the versions of the Data Dictionary from 3+ onwards, has identified the following issues:
- Headings in bold, which have a National Code: the bold will not show, they will just show as normal text
- Headings, not in bold and do not have a National Code: the headings will not show
- Each National Code and description need to make sense in its own right if National Codes are downloaded from the dictionary.
This patch:
- Updates items with bold text to explain the levels of National Codes
- Removes headings.
