EARLIEST CLINICALLY APPROPRIATE DATE is the earliest date that it was clinically appropriate for an ACTIVITY to take place.
For the Radiotherapy Data Set, EARLIEST CLINICALLY APPROPRIATE DATE is the first date that the PATIENT would have been clinically fit to start Radiotherapy.
