Background:

Preparatory Timestamp Data Elements have been introduced for data sets in development.

This patch updates the Data Elements with a generic line for the offset information. Data Sets that do not use this offset will be listed as exceptions.

A short demonstration is available which describes "How to Read an NHS Data Model and Dictionary Change Request", in an easy to understand screen capture including a voice over and readable captions.
